CRM 2011 Unable to change Domain Logon Name

I am seeing this error message while trying to update the user name field in the User record.

Unable to change domain logon name

You do not have necessary permission to change the domain logon name for this user.

Is it true that only system administrator can do this? I cloned system admin role and used that in my user account  but no luck.
