Systems Admin can't assign Contact record to another user

I have created 57 contact records and assigned them to another systems admin person as owner. That person now wants to reassign to a 'non systems admin' user. They are getting an error msg when trying to reassign. There are no activities attached to the records. Any idea why this would be happening?
