Plugin registration times out

I received the following error while trying to register a plugin to an online instance. 

Unhandled Exception: System.TimeoutException: The request channel timed out while waiting for a reply after 00:01:59.8969942. Increase the timeout value passed to the call to Request or increase the SendTimeout value on the Binding. The time allotted to this operation may have been a portion of a longer timeout.

Another post suggest updating the plugin registration code and rebuilding, but it appears the plugin registration code is no longer offered with the sdk.   Any suggestions would be appreciated?
